The By-Laws of the Kansas City Youth Lacrosse League (hereafter called KCYLL) consists of (a) all the rules and regulations governing KCYLL and (b) all interpretations of constitutional provisions and by-laws which are found in the minutes of the secretary. Changes can be made at the discretion and authority of the board.
A. Player Grade Division
Grade 3/4 Grade 5/6 Grade 7/8
B. League Structure
1. Grades: 3/4, 5/6, 7/8 (aka Kansas City Youth Lacrosse League) - Programs can enter an unlimited number of teams in the KCYLL. Programs with two or more teams in any age category MUST hold a draft or employ other means to ensure the teams are balanced across the age group. The Grades: 3/4, 5/6, 7/8 leagues are considered to be “non-competitive”. “Non-Competitive” by definition is; Programs must hold open registration and “try-outs” are prohibited.
2. “Select Programs” can enter an unlimited number of teams in the KCYLL. Programs with two or more teams in the “Select Program” MUST hold a draft or employ other means to ensure the teams are balanced. The “Select Program” is considered to be “competitive”. “Competitive” by definition is; Programs are allowed to hold try-outs and select players on the basis of ability.
C. Conference Alignments
On a year to year basis, the Board of Directors may choose to organize the leagues into Conferences based on geography. This organizational structure will be agreed upon at the fall meeting.
D. Dues
Annual dues shall be established by the Board of Directors
E. Officials
The KCYLL is responsible for providing certified officials (minimum of 2, with one being an adult (over 21) and certified) for all 5/6, 7/8 and Select contests. Grade 3/4 will use one official per contest.
F. Rosters
Team rosters shall be submitted to the KCYLL prior to receiving game schedules. This needs to be done no later than the 7 days prior to the first league game. A $25.00 late fee will be assessed to any team that does not submit a roster at that time.
Rosters should be available for exchange with opposing coaches prior to each game. It is the responsibility of the program to have rosters. A standardized league roster should include players name, address, phone, birth date, age and uniform number. Rosters will be registered on the KCYLL website and it is the responsibility of the program to make updates ASAP. Recommended rooster size is a minimum of 13 players and maximum of
20 players. Exceeding the maximum number of players needs prior approval from the league board of directors.
G. Roster Revisions
Each team is allowed roster revisions prior to the third game of the current season. Any changes made after that date must be submitted to the KCYLL President.
H. Home Field Responsibilities
1. The home field coach or program shall insure that the playing field is in proper condition (lined correctly). There should be a table, a horn, scorebook, a timekeeper, and two time clocks. The scorer’s table shall be staffed by no more than 2 people at one time.
Provide a minimum of 10 game balls for end line and official’s use.
2. Home teams should be equipped with a first aid kit that both teams can use as needed. Ice, either fresh or chemical cold packs, shall be available for injured players.
(It is recommended that all teams have a first aid kit regardless of home field status or traveling)
3. Shall a field be deemed unplayable; the Facilities Committee in conjunction with the home team must inform the opposing team and game officials three hours prior to the starting time. An effort to reschedule should occur at that time and all parties notified.
4. No parent should be on the bench side of the field at all. Only coaches and players on the roster may be in the team area. One warning by the game official and then an unsportsmanlike conduct penalty will be assessed to the offending team.
5. The home team is responsible for providing a safe site on which to play the game. The safety of the site is not subject to compromise. The decision of the referee in this respect is final.
6. (Recommendation) The US Lacrosse Sportsmanship Card program A third Official OR Sidelines Managers (one representing each team) must be provided. Program Administrators / Coordinators must make the Sidelines Managers Job Description available to all parents, and should make an effort to EDUCATE all parents about the responsibilities of being a Sidelines Manager and the goal of this US Lacrosse program.
I. Rules
National Federation of State High School Associations’ (NFHSA) 2009 Boy’s Youth Lacrosse Rules as modified by the US Lacrosse Youth Council ruleswill apply unless specifically superseded herein. Individual player or team penalty may apply at discretion of officials.
1. Stick length for Grade 3/4 may be 36-42 inches (no long poles)
2. Stick length for Grade 5/6 may be 40-42 inches (no long poles)
3. Protective helmet designed for lacrosse which is NOCSAE approved.
4. Shoulder pads are mandatory (football pads are illegal on field players).
5. Arm pads are mandatory for ALL players (goalie - optional).
6. Gloves must cover entire hand.
7. Mandatory that uniforms will have numbers on front and back of jersey.
8. In addition to all NFHSA rules on body checking, the following age specific modifications apply:
· Grade 7/8 contact will be defined as limited contact meaning that no player may take more than three steps to initiate a body check.
· Grade 5/6 contact will be defined as one step body position checking.
· No body checking is permitted in Grade 3/4.
· No “take out” checks are allowed in any age group. “Take Out” body checks are defined as those where a player lowers his shoulder and drives through the opposing player as is to drive him into the ground.
9. Grade 3/4, 5/6 & 7/8 – Stick checking is allowed, however, any check making contact with any part of the body except the gloved hand while holding the stick will be considered a slash.
10. Grade 3/4, 5/6 & 7/8 – Any checks with one hand will be considered a slash
11. Offensive stalling rules shall be enforced for Grade 7/8 & Select Program Teams.
12. NFHS rules on advancing the ball (offensive 10 second count and defensive 20 second count) apply only for Grade 7/8 and Select Program Teams.
13. Coaches and Officials will meet prior to the start of each game to go over these guidelines and clarify all level specific rule modifications for that level.
J. Time of Play
Grade 3/4 – 10 minute running time quarters with stopped time every 5 minutes to rotate players or as deemed necessary by the coaches. Two minute break between quarters; five minute break at halftime.
Grade 5/6 and grade 7/8 – 12 minute running time quarters. Two minute break between quarters; five minute break at halftime. Clock stops for team timeouts, injury timeouts and official timeouts only.
Select Programs – 10 minute regulation clock. Two minute break between quarters; five minute break at halftime.
All Grades and Select Programs - Each team receives two one-minute timeouts per half and one time-out in an overtime period
Grade 5/6 and Grade 7/8 - Any game ending in tie will be followed by a single, 5-minute, sudden-victory overtime period. If game remains tied after the overtime period, the game ends in a tie score.
Select Programs- Any game ending in a tie will be followed by a series of 5-minute sudden-victory overtime periods which will continue until one team scores.
K. Penalties
1. For running time games, penalty time will be assessed at 1.5 times the National High School Federation rules penalty time (1 minute 30 seconds for personal foul and 45 seconds for technical foul) Penalty time starts when the whistle blows to start play.
2. Grade 3/4 will institute a substitution time served penalty without man advantage
3. Grade 5/6 and Grade 7/8 will institute a time served penalty with a man advantage
L. Professional Conduct:
1. Team players, coaches, parents, officials, and all other participants are to be professional at all times.
2. Players involved in fighting and flagrant fouls can be removed from the game. Coaches, officials, and fans involved in fighting or acting unprofessional will be asked to leave the facility. Coaches are coaching youth athletes and need to use appropriate skills when dealing with the players. Three personal fouls in a game will result in a player’s ejection. A second occurrence within the season will result in a conference with the player, coach and representative from the officials and rules committee.
3. Game / field control is the responsibility of the game officials and team coaches.
(Recommend: adding the Third Official or Sidelines Managers as outlined by US Lacrosse)
4. All Head Coaches are required to attend or take the on line Positive Coaching Alliance training prior to the start of the season.
M. Four Goal Rule
This rule applies to all leagues and conferences. Any time during a game where there is a four goal lead, the team that is behind will be given the ball at midfield in lieu of a face off. This will continue as long as a four goal lead is maintained or the coach of the team down four goals waives the benefit. Face-offs will continue at the beginning of each quarter regardless of the score.
N. Game Schedule
KCYLL will develop a minimum 7 game schedule with all games initially scheduled to play on Saturday or Sunday beginning the latter part of March.
Teams can agree to reschedule a game (weekend or weekday) however it becomes their responsibility to arrange officials, agree on the field site and update the KCYLL website. Teams can schedule additional games on their own, but these games will not count in the official KCYLL standings.
O. Official Fees
Official fees shall be set by the KCYLL.
The KCYLL has the authority to select game officials or contract with anofficial’s management company.
P. Rescheduling of Games
Programs are expected to adhere to the master schedule to the maximum extent possible. Should re-scheduling be necessary, both teams must agree and the KCYLL website updated. Games postponed due to weather may be re-scheduled on a date agreeable to both teams.
R. Minimum Play
Minimum playing time is defined by each program, but it is the desire of the KCYLL that all players shall participate to the fullest extent possible and receive equal playing time to the fullest extent.
Q. Post Season Play
Grade 3/4, Grade 5/6, Grade 7/8 seasons will conclude with a Year End Tournament. All KCYLL teams will be invited to participate in the Year End Tournament. Year End Tournament to be scheduled the week after the Memorial Day Weekend. It is not mandatory for a team to participate in the year end tournament.
Select Program – season will conclude with a playoff. The Board of Directors will establish the rules for the playoffs (number of teams making playoffs, tie break process, schedule, etc) at the Fall Meeting. The first round of playoff games will take place during the week of the Year End Tournament. The playoffs must be complete the weekend after Memorial Day Weekend.
S. Bleeding
Any player who is bleeding must leave the field, and have the injury immediately tended to with cleansing agent and bandage. The player may return with approval from the official.
